Two days of tortures ended with it:
Did on a manual.
This installation has not yet been configured
Please consult your Oracle Application Express Listener documentation for instructions on how to complete configuration of this instance.
This instance is using the following configuration folder:
/tmp/apex

Used the given note, and now localhost:7001/apex/lisenerConfigure: produces an error
503 - Service Unavailable
I will not understand that it is necessary for it? sad
Configuring Additional Databases
When you first configure the listener, you configure a default database connection named: apex. You can create additional database connections using the setup command.
Tip:
To see full help for the setup command type:
java-jar apex.war help setup
To create a database connection type the following:
java-jar apex.war setup - database <database name>
Where:
<database name> is the name you want to give the database connection.
You are prompted to enter the information required to configure the database. See "Configuring Oracle Application Express Listener" for more information on the data that must be entered.
Once you have configured the additional databases proceed to the next step to define the rules for how requests are route to the appropriate database.
