There is a dialogue, on it ActiveX  WebBrowser, loads html from a resource (res://%s). If in html a file to specify <body background = "bg.png"> all works norms, on a substrate the picture bg.png lies. If to specify <body background = "bg.svg">, a substrate empty. The file bg.svg in resources is. If to load htm-ku in normal IE the substrate bg.svg is displayed correctly. Does not work only from resources. In what there can be a business?

By default built in IE works in mode IE6 in which there is no support svg. Try in to put in page title <meta http-equiv = "X-UA-Compatible" content = "IE=Edge"/>
