Topic: Variable values in a hyperlink

All greetings!
Help to understand with the following task:
It is given: I select from a DB latitude (st_latitude) and a longitude (st_longitude) which change with each iteration.
It is necessary to deduce hyperlinks (OpenStreetMap.org) for each pair @st_latitude and @st_longitude:

https://www.openstreetmap.org/?mlat=<xsl:value-of select = "st_latitude" />&mlon=<xsl:value-of select = "st_longitude"/>
</td>

Correct references (the photo [img=_gps.png] See) for each coordinates are deduced. But this huge column is not necessary to me, I want small ACTIVE hyperreferences near to values of latitude (longitude) of the ends of a curve. For this purpose I want to use attribute href and a tag a :

<a href = "https://www.openstreetmap.org/?mlat=52.9420&mlon=62.3040&zoom=12#map=12/52.9420/62.3040"> the Link </a>
</th>

And actually a question : how to make variable values in most  in attribute href?
