Judging by  you use incorrect  (length of a line). Pay attention that on filter RGB24 input, and on an output - ARGB32.

Hello, Vicul: the Problem in media type which you return, at least. A field: SampleSize. 1366 * 768 * 3 = 3147264. At you, for some reason, 3148800. Also look at what size of the buffer at you in VIDEOINFOHEADER. There too not the correct. It most likely also influences.
