Again on with ++ with # "called in", got used already to illumination when you direct on a variable and you see its description. ,  for such on With ++ is? Like and VS2015, and till now such is not present.

A> like and VS2015, and till now such is not present. In QtCreator such is, "context-sensitive help" is called. You direct and push F1, in a side window there is a detailed description. It is possible to push, of course, nothing, simply visit the cursor and then the window with the short description floats.

At least for a C ++ (C# I do not use, but it would be strange if for it such it would not be implemented).

At me in Studio 2012 - shows determinations something. At induction of the cursor of the mouse. F12 - to pass to determination And in a separate window it is possible to look, where it is used. Shift+F12

Yes, in modern MSVS separate thread checks the code (without start of immediately compiler) and underlines incorrect expressions. It is valid both for a C/C ++, and for C# projects. It is all today is available in MSVS "from a box", even for MSVS Community Edition. P.S. Truth here is to steam of exceptions: 1) For C# when it is a lot of projects in a solution if in one of projects there is an assembly reference (assembly) to which changes are made - it is required  the given assembly that helps worked correctly. 2) for a C ++ by operation with Qt - the reassembly - for correct handling of results MOC of compilation (Qt MOC compiler) also is required.

So Intelligence  is - without compilation directly in the editor. Both not declared names and other some errors - without compilation at once in the editor shows.

In MVC ++ all it is, but very badly works on big  projects. I would range known to me  so (as of VS 2015 U3): 1. Visual Assist - the fastest, in my case - it is unique comprehensible on speed. Lacks - the fleet heuristics, about third of helps is wrong (probably partially because is not in time  up to the end) when you write a template - does not prompt template parameters; 2. Intellisense - the native help. The refined interface, works more precisely, but much more slowly. At branch instruction on character determination gives locking window; 3. Resharper - fine, exact results, a lot of good  features. But more slowly at all on the order, and in some tens times. Plus at few  serious change of the code for a long time plunges in deep  for some minutes, and even tens minutes when does not produce results generally.
