At me under windows the school - is not present generally any problems, that-that at us 1) has less than school 2) the majority of children live nearby and go on foot. If it is impossible to implement the second in the conditions of low American suburbs to do schools on smaller number of pupils - quite. At such size of school when is on 2 complete classes in each parallel and more, costs on one child are practically stabilized (teachers in all subjects work the full rate, building charges are proportional). Instead of school on 800-1000 pupils to do 2 schools on 400-500 people And delivery of children will be optimized,  the distance to school decreases.
