Topic: The correct size varchar fields for symbol set UTF8?

At creation varchar fields (UTF8) what more correct size will be: 8 or 7, 256 or 255, 1024 or 1023?
Why there was such question. Because it is possible to specify the maximum size not 8192, but 8191, i.e. on 1 byte it is less.

How many it is necessary according to business logic so much and specify.
8191 this millet the maximum size VARCHAR in UTF-8. It follows from this that restriction on the maximum size of a line is equal in bytes 32K-2
