Topic: Sleep without dbms_lock

It is necessary to wait some time (we tell N seconds). A problem that there are no rights on dbms_lock. It is possible to launch certainly an infinite loop, but it will burn processor resources. Whether there are any ideas as it to make more economically?

In a coin box of marasmus -

dbms_scheduler.create_job (start_date => sysdate + timeout, auto_drop => true);
dbms_scheduler.run_job (use_current_session => true);

Select for update - does not approach, some of these circuits for which it is necessary  objects, have no rights to an update of anything.
Through a dzhava-code - possibly works, thanks. (Though looks not so...)

not that
Unless for update the update demands the right?

If there is a possibility  to , let create a wrapper around dbms_lock.sleep and grant the rights to it
