Topic: oracle 11g2 and a patch dst-23

Installed on 11.2.0.4 rolled a patch 19396455: DST-23. The patch was installed normally,  timezone java.
Created pure basis, but for some reason request to basis produces the version not 23, but 14 which is installed on default before patch setting.
SQL> SELECT version FROM v$timezone_file;

SQL> SELECT PROPERTY_NAME, SUBSTR (property_value, 1, 30) value
2 FROM DATABASE_PROPERTIES
3 WHERE PROPERTY_NAME LIKE ' DST _ %'

Files timezone on a place. Why the Oracle does not understand new files timezone?
The basis works normally, EM too, time in  coincides with server time windows 2012

If put basis from template, it is visible at patch setting were not updated template

4. It is updated em TZ agent and it is launched dbconsole
