Hello.
There is what  an intrinsic function , which  to another  to the server and  a packet which returns XML?
Something such:
dbms_XXXXX.YYYYY (address => ' address', serverName => ' serverName ', LOGIN => ' login ', PASSWORD => ' password ', packageName => ' packageName ');
The mechanism about the such.
1. Function A with data handling on the server 1 is caused.
2. As A function B with function dbms_XXXXX on the server 1 is caused.
3. C function on the server 2 is caused.
4. C function forms XML and transfers it in function B.
5. Function B transfers XML in function A for later processing.
Sequence of calls the approximate. Function for a connection and a packet call on other server interests.
The first server 11g. The second server 12c.

Small specification.
The request goes from the CLIENT on the SERVER.
dblink the server-server works only?

Here there is a similar problem, stackoverflow . The author cannot install connection. ORA-12154.
At me the same problem though in a file tnsnames.ora all is.
To it there advises to check up:
[quote =] db_link are from db server to db server, not from client to server;
