Topic: TIMESTAMP - what format of time?

Good afternoon!
Such piece interests. The field has type TIMESTAMP, and here time it's like in 12 a format. I.e. the data from 00 till 12:59. It is valid so - 12 a format of time or at record of a line something goes not so? (Access to function of record at me is not present). At output attempts "TO_CHAR (pole, ' DD.MM.YYYY HH24:MI:SS')" the situation does not change.

Yes easily

select to_char (sysdate, ' dd.mm.yyyy hh:mi:ss') from dual

Check up after 13:00...
.. Double conversion leads to similar errors, the first is more exact wrong smile))

Include trace of level 12, it contains values  and look that is written
