Tried to deduce basis from group.
If in listener.ora host to specify as ip that em forms, but to connect to it does not give - demands host credential, apparently does not see listener. The basis sits down in y group normally.
If in listener.ora host to specify as a dns-name em forms, to connect to it gives normally, the basis in a cluster does not sit down as cannot  listener. If before fit in a cluster it is changed hostname on ip that we come to a variant 1.
Still a question - whether it is possible to tell OEM to be configured on defined ip (for example at us two network interfaces).

No, it for a case if at you is some public ip
privat - to you it is completely not necessary
What will be if listener creeps on other server?
If public on what that the server, also basis in the same place
Problem in DBCONSOLE that there is by default used hostname
At adjustment dbconsole in emca register
ORACLE_HOST As DNS IP a cluster

It is not supported to use dbconsole in conjunction with Oracle Failsafe on a windows cluster. For monitoring a Failsafe deployment of a database, Grid Control Management agents should be used.
Also note that the DBConsole is NOT supported / NOT certified in CFC (Cold Failover Clusters) configurations on Windows.
Instructions to install the agent for Cold Failover Cluster (CFC) environments; with or without Oracle Fails Safe (OFS) are given in NOTE 464191.1

What means under Oracle SQL Developer? In the standard developer which goes in all distribution kits of Oracle of administrative tools like as is not present. EM a thing certainly not critical but useful to visualization. Clearly that all actions it is possible to do bare sql/rman but here visualization.
Delivered set ORACLE_HOSTNAME=<clustergroupname.domain>
From the second time it turned out, but access from the browser only on ip, but these are trifles already. Thanks big for the help.
