What for to invent so difficult and expensive systems for cooling of so simple aggregate, how the home PC?
On cooling of the average PC 4 fans for the speed about 1000 turns (percents, , the videocard, an extension) suffice.
All is simple and is twisted without interferences by years (up to ten years). Once a year to open, blow a superfluous dust. Not to mention passive accessories.
