How St.-Petersburg can have a twin-city in Japan (Osaka) if Japan - was the enemy in the Second World War? Why then is not present at Moscow? Why on a site of embassy of Japan in Russia there is no section about commercial and industrial cooperation?

Still  Plzen, and protectorate of Bohemia and Moravia... Well, understand.
