Such basically it is possible by means of merge?
What alternative decisions exist?

If the number of records from the table 2, makes no more than 5-7 and the empty place instead of lines dataless it is possible to "tear" records in columns by means of TRANSFORM or UNION then merge will work is admissible. If is not present, it is necessary the table for records from 2nd table to "expand" by means of VBA, merge does not consult.

much depends that you will do, receiving the report
You after all probably not casually used a word mailing in the first message of a subject
Personally I like to form reports program in  a format, especially if as a result it is necessary to someone to send them somewhere

10 years in our organization work mailing on the following system.
1. On the basis of the data from tables reports which are preempted in PDF form by program Access. All it becomes automatically.
2. The mailing program on Access through Outlook is launched. The created reports in PDF are attached as application to the letter.
Addressees more than 2000. Some applications can be attached To the letter.
