Topic: XSL the report

There is a report deducing some documents, it is necessary to deduce on top on each page document number.
In a cycle I bring document number in a variable

<xsl:for-each select = "DATA">
<xsl:variable name = "var_num"> <xsl:value-of select = "NUM"/> </xsl:variable>
...
</xsl:for-each>

In sheet adjustments I try to interpose into a page header and it does not turn out in any way

<PageSetup>
<Layout x:Orientation = "Landscape"/>
<Header x:Data = "&L&var_num"/>
</PageSetup>

In any cell through

<xsl:value-of select = "$ var_num"/>

value is deduced
How it is possible to solve?

Such variant works, and from a variable refuses
Error XML: the Link to a variable or parameter var_num cannot be resolved. The variable or parameter cannot be defined or miss in definition range.

I am personally feeble to myself it I represent
In Word' - there can be a different page header in different sections
As in Excel - simply I do not know
