Topic: Error: The following artifacts could not be resolved

There is a remarkable library jsprit which is constructed as the multi-modular project. My task to add rest api the project, and jsprit to use as  I added the unit on a basis spring boot 2. More low my hierarchy of projects jsprit - jsprit-core - jsprit-io - jsprit-instances - jsprit-analysis - my-project If I launch mvn clean package at level root the project (jsprit) all is remarkably compiled. But when I try to launch mvn spring-boot:run from a folder my-project where I lie created my-project.jar I receive an error that it does not find all jsprit dependence. At that,  it finds all dependences. Not clearly why in idea all works, and with  lines are not present. idea does not use ? How to resolve dependences which are in compile time, but not in runtime. For me it is not customary not much, as I work on.net [ERROR] Failed to execute goal on project my-project: Could not resolve dependencies for project my-project:jar:0.0.1-SNAPSHOT: The following artif acts could not be resolved: com.graphhopper:jsprit-instances:jar:1.7.3-SNAPSHOT, com.graphhopper:jsprit-core:jar:1.7.3-SNAPSHOT, com.graphhopper:jsprit-analysis:jar:1.7.3-SNAPSHOT, com.graphhopper:jsprit-io:jar:1.7.3-SNAPSHOT: Failure to find com.graphhopper:jsprit-instances:jar:1.7.3-SNAPSHOT in https://repo.spring.io/snapshot was cached in the local repository, resolution will not be reattempted until the update interval of spring-snapshot has elapsed or updates are forced-> [Help 1]

There there should be a correct reference on parent, well and explicit dependence from jsprit-instances I> Is remarkable library jsprit which is constructed as the multi-modular project. More low my hierarchy of projects And why simply not to create the project in which to deliver dependence from jsprit?
