So it is normally used not in the sense that in an example. In an example some exception of a rule confirms some other general rule. And a phrase normally () use in the sense that rare exceptions of some rule are not its refutation. If political (proceeding from an example about "slavery in Russia") - so it in a policy. As there are also examples in other countries: the last message on sale of the wife in England concerns the beginning of 20 centuries (at me on memories was that 1905, but  states that 1913)
