The correct comment explains not that function does (it normally obviously of the code) and why it it does why this or that design choice what restrictions are is accepted, etc. That is it is the design documentation directly in the code, instead of in a head of the developer.

It never agree. The documentation and good examples should be separately and "why" function it does it should be clear from a title and an application context. The fiction in the code only distracts. Exceptions: the text in broad gulls.
