Topic: Why <! DOCTYPE html> breaks

If I add in the document beginning &lt;! DOCTYPE html&gt; on mobile devices  (with a size 1100600) it is displayed in 100 % the size, and a lot of the empty place below turns out. How to correct? sad
If I do not add &lt;! DOCTYPE html&gt;, all is normal, the image part completely covers visible area.
